Leon County Subdivision Checklist
An application for subdivision must first be submitted for subdivision Application / Plan Review. This is required for all subdivisions whether or not over 10 acres or not and whether commissioners court must approve or not.
An appointed attorney shall submit by October 15th each year a statement that describes the percentage of the attorney's practice time that was dedicated to work based on appointments accepted in this county for adult criminal cases and juvenile delinquency cases for prior 12 months that begins on October 1 and ends on September 30. The report must be submitted through (1) the online form to the Texas Indigent Defense Commission OR (2) the form prescribed by the Texas Indigent Defense Commission to the court administration office in the county.

Dear Community Leader:
As part of the Federal Energy Regulatory Commission’s (FERC or Commission) Office of Public Participation’s (OPP) ongoing efforts to broaden awareness and increase understanding of the pre-filing environmental review of the DeLa Express Pipeline Project, we are writing to update you and members of your community about upcoming public participation opportunities. Specifically, we would like to inform you of the next public participation opportunity: FERC Scoping. Please note that construction and operation of the Project has not been approved.
“Scoping” is the process used to gather input from the public about a proposed natural gas pipeline project. The National Environmental Policy Act requires the Commission to seek public comments/input about a project and then consider this input in its decision-making process. The FERC scoping process will begin with a notice opening a public comment period and will indicate the dates and locations for in-person scoping sessions. During the public comment period, FERC requests that individuals and organizations submit written comments into the Commission’s administrative record. Additionally, FERC staff will hold in-person scoping sessions to record verbal comments which will also be submitted into the Commission’s administrative record.
Providing comments about a project and how it may affect you and your community is important. Public comments collected during the scoping process serve to inform and educate the Commission and its staff about the concerns of interested parties and of those living in the project community. We encourage you and your communities to participate in the scoping process. When the scoping process begins,
OPP will provide additional information about how to submit written comments and what to expect when attending a scoping session.
To those of you who attended an applicant-sponsored open house, thank you. OPP staff attended several open houses, met many people interested in the project, and learned a lot about how this project may affect you and nearby communities. One of the comments we heard repeatedly was a need for better project mapping. For your awareness, DeLa Express has committed to providing additional mapping. We expect this mapping to be filed into the Commission’s administrative record soon. Please visit eLibrary to access this mapping.
Project Overview:
According to DeLa Express, the project is designed to transport natural gas from the Permian Basin in West Texas to markets in and around Lake Charles, Louisiana. DeLa Express plans to construct over 700 miles of natural gas pipeline and associated facilities including 9 new compressor stations across 27 Texas counties and 1 Louisiana parish.

2. Follow the Project:
eSubscribe to receive updates. You will receive notifications about submittals and issuances into the administrative record.
3. Review the Draft Resource Reports and other Applicant Filings:
Resource Reports contain information about the project, project area/affected environment, how the environment could be affected by the project, and what would be done to avoid, minimize, and mitigate affects. Specifically, Resource Report 1 provides information about the proposed project and Resource Report 10 provides information on project alternatives. A copy of the Resource Reports can be accessed through FERC’s eLibrary in FERC Docket No. PF24-4-000.
4. Provide Comments on the Record:
Comments on the record can improve analysis and serves to inform decision makers.
5. Spread the Word:
Share this information within your community. Your outreach can significantly enhance community involvement and feedback.
